How do these thing produce thrust? Is it just shoving air out the back or is it actually somehow turning the rear wheel?

It's most likely driving the rear wheel via some sort of transmission, not just propelling by thrust. Kind of like a turboprop-driven aircraft, which has propellers driven by a turbine.

Gearbox turning the wheel. That's how the Turbine car worked, and it's also how helicopters, generators, and turboprops work.
